Are the new utensils worth $16?

We believe so. We haven't bought any replacement utensils since we switched to Pampered Chef. They last a long time and are backed with a 3 year warranty. This is particularly true for anything that interacts with heat.
As for serving spoons, I dont know if they are as worth it. A cheaper one can do the same thing. Its just nice to have them match.
