@@shirley7550 He's in northern Vietnam. Potatoes grow well in cool or cold weather and can't grow in hot months of the year.

I put some potatoes in a bucket of sand in my basement to store them till the next year and they were similar to your seed potatoes but they didn't product. I thought it would be a good thing to store them in sand but I was wrong. I think I see the difference. I planted mine much much deeper.

If I am not mistaken, that looks like sand.
And you can make them sprout without it. Just leave the patatos out in a shaded erea. It will sprout in a few weeks. No sand necessary.

Sand is prefered over soil during rooting. Soil can encourage gnats that eat the young roots. The top of sand dries out before these gnats can do anything.
