    What is R-value requirments? Can I put a mobile home on a foundation?

      The r-value has to meet Ontario Building Code along with everything else. If your home meets the Ontario Building Code and the city of Toronto approves it then yes, but if it has wheels and can be moved then no you can’t. Homes on wheels can only be placed on areas zoned for them such as trailer parks and campgrounds.

      Development charges are charges by the city of Toronto due to the increase in need of services such as water, emergency services, public services, transit, etc.
      The charges are due when your building permit gets issued typically.
      If you google city of Toronto Garden Suite Development Charged Deferral Program you can find all the info there, including cost calculation for development charges.
