@@DioBrando-xo7zd noelle has always been a dps, even before c6. it's just that her damage gets better once you get c6 which shouldn't be a surprise; 4-stars should get better with constellations especially dps 4-stars.
she's terrible as a shielder with her downtime. the shield is only meant to protect noelle on-field and her a4 makes that clearer since it decreased the cool down when NOELLE hits the enemy. and noelle is a claymore user who can be easily interrupted, so it makes sense that the shield was meant for her more than anyone else.

Noelle is sooooooooo underrated
I mained Noelle the entire time I was playing Genshin and she was the very first character I triple crowned and maxed out. I maxed her out on DEF and gave her a DEF-based claymore (the one that looks like a geo-construct) that was also maxed out. I spent WEEKS farming for her to make her artifacts perfect. I put more effort into my beloved maid than any other character I built.

I tried to not be a noelle main when I got a new genshin account after tianqiu valley crashed my soul because I wanted to be a five stars main but then when I got a five star character, I started missing her and her asking me if I want tea everyday. Luckily I realised I want her back before I lost her banner so she's still with me :)
