It's also not specifically a blood disease, her body genetically does not produce antibodies to fight off disease. Plasma donations allow her to "borrow" other people's antibodies (at reduced effectiveness) for a short period of time.
Unfortunately her condition is the kind that only worsens over time, she used to be able to live a normal life when she was younger even though she would often get sick. The plasma infusions used to work for a month at a time, now she needs them weekly.

Almost certainly, what likely happened is money spent on bomb shelters for personnel caught in transit, and possibly evacuation tunnels a safe distance away to somewhere outside of likely spy satellite observation, or those under observation in the city to leave unnoticed. When they were planning and building it back in '93, just two years after things fell apart in northern Asia, there wasn't a lot of intel on who had control of all those nuke stockpiles in the various former Soviet states, who was maintaining them so they didn't malfunction and just detonate, if some were just completely unattended, etc. It was kind of a scary situation and in some ways still is, but yeah. More than secret societies or new world orders or what have you, just good to keep in mind the history, military, and political importance of the region back then, what with NORAD being the main defense against any sort of missile threats to North America.
