I'm not sure but when it makes reference to the fall of King David, when he went walking on the roof and saw a naked Bethsheba bathing and succumbed to his flesh and slept with her and then also reffering to Sampson fall when he blindly out of love let out his secret and Delilah cut his hair and symbol of his power These references made in the second verse, Is the composer meaning in spite of their fall they returned to the Lord with a Hallelujah and sought forgiveness or Is the composer from the perspective of a seductive woman.. how she made them fall, broke David's throne and Cut Sampsons hair and mocking how in the midst of the act, from their mouth drew a Hallelujah??

The second verse basically talks about men who thought they were strong enough and then fell to women cos they couldn't prove their faith, and in the midst of that fall, after being overthrown... Crying out hallelujah to God in repentance and humility.
