The Thief's ability is not about stealing weapon
His true ability is exchange
when riot make a unit drop their weapon they will become useless and do not have a chance to fight back exept for some special unit
But in the thief's case we can see all units not power down too much when their weapon was stolen since they had gained superpunch ability of the theif after that
