There's a logical explanation why 16gb impacts so much fps in this case. In this video, the CPU is bottlenecked and with 8GB of RAM cpu would need to do intensive RAM garbage collection to to free up some ram for other things, by cleaning heap memory, cpu is pushed to the limits, thus why FPS is 20-30 less in some places.

I have GTX 1050 2gb and ryzen 3 1200 and 8gb ram my usage is 99 percent on both cpu and GPU and apex takes 94 percent of ram will My fps increase if I add another 8gb of stick

Honestly no, im using 8gb ram and I can't open anything but Apex and still my pc freezes and lags a lot. CPU and memory goes to 100%, Disk around 80%.
16GB nowadays is a must/minimum.

My game kinda freezes when the match start and I experience a extreme lag. My Gpu is gtx 1660ti, cpu Ryzen 3 3200g, ram 8gb Fixed it now. For those experiencing similar lag, turn off shade cache, restart your pc, and turn o shader cache again

Ram isn't the main factor for your fps, it's gpu and your cpu, but ram does play an important role nonetheless
