You actually do want to have your SSR characters stationed, but that is because events sometimes require specific SR characters (Smile man, Mumen rider, Iaian, Genos, Sneck, and Lightning Max).
So I have all heroes except Atomic Samurai and Bang, so that is a total of 21 characters for me now, I can have all 3 cities stationed, 1 team completing purple events, another completing red ones (when I finish those I move them to purple ones), and I have 1 guy left to spare.

I do the purples overnight because otherwise I have the heroes laying around not generating me any resource

Good idea! But I just wish they could make it more useful though, because it does take 8 hours for some pretty okay rewards

Do them all to max rewards. Special, reinforcement, and lastly garrison (priority city f, z then finally a) for any unused characters
