In certain convenience store chains (at least in my local FamilyMart), among other gibberishes broadcasted within the store, the warnings about this scam is also repeatedly announced ("a phone call demanding you to buy prepaid cards is scam!").

Scammers in my country usually asked for direct money transfer to their bank account because inept police & bank saying it's your own fault. So scammers didn't even try to hide their track because they feel safe at how incompetent the police and bank is.
Heck, gambling is also considered a big crime here and online gambling actually publicly published their bank account number if you want to top up (yeah still manual system). With such an easy lead the police would do something by tracking that account number, right? The same account is still up and running for years till this day lol. It's no secret the bosses behind any online gambling paid police to turn blind eye lol.
FYI, catching gambling ring is considered a major achievement and guaranteed fast track for promotion. So the amount of bribe is clearly bigger than any police can hope to make when they reach higher position.

It was a corollary of the "democratization process", originally aimed to reveal the hidden accounts of corrupt politicians for bribery. But in Korea, frauds and scams are still rampant, because the criminals already found ways to cope this system (one of the most simple loophole is, finding someone desperate enough to participate the scam as a scapegoat).

Why wouldn't you ask that the moment someone calls you saying you owe a fee? That would be my immediate question before asking anything else.

Making the scam easy to detect is actually a tactic of the scammers. This way the people that STILL fall for it are the ones that are least likely to figure it out in hindsight and even if they do the least likely to know what to do about it, therefore making the scammers safest. Since the cost of each call is near zero, it doesn't matter that only a very small fraction of people fall for it.

The anger I feel towards scammers is such that I had to delete paragraphs from this several times because it was too graphic. I think they are truly despicable. I think all the worst possible things about them but don't feel like this is the right place to go into full detail.

I was once hit with a fishing scam mail that basically said "you are under legal lawsuit, here is a form to fill with your data". And i was like, im no legal expert but:
    1. lawsuits are not made by the goddamn gorvernment unless you have worked for them, i have not.
    2. even if it was from the government, the mailing would had be formal with banners, contact phone numbers, links and the signature of the government official that contacted you.
    3. On the same line, why the fuck would the government sue me and ask me to fill a web document asking for my data? Arent they supposed to know that already?
It was already quite the piss poor low efford scam but just to be sure i went to the actual governement web page of legal procedures, checked if i had one in my city and nationwide and surpirse to no one, i had not. Denounced the mail as fraud, made sure to block it and kept going with my day.

Scams are often low effort on purpose to filter out people who will end up noticing the scam anyway, and only spend time on gullible people.

You need knowledge to identify a scam which Miko unfortunately didn't have. However, i'll give credit for her to not panic and checked google before doing what the callers wanted her to do.
I once had a scam like this but different topics. The unknown caller said "Hey, i'm your friend. Remember me?" I firmly said NO and the caller got angry. Then i said "You are calling me with an unknown number. Identify yourself." He got angry without identifying anything and drop the phone and i never heard that caller again. Turns out it's a scam in which the caller pretending to be your friend and asking you to send money.
Also, if you think you didn't do anything wrong, then be brave. On Miko case, if you don't have any loan then don't panic. Confirm it and be brave to break the conversation. Of course breaking by saying "I don't have any loan, fucker" and "Excuse me, i don't have any loan" is different. Be polite but stern.
