Regarding the CPUs for Workshop, developers actually have to develop their own AI. Most don't bother to do so and that means that the CPU level doesn't actually matter with most Workshop characters since they will just fight the same regardless. Some developers have coded their own difficulty settings for their characters so there are some Workshop characters out there who do feel different depending on the AI setting but as far as I'm aware the only Undertale/Deltarune character to have any good AI is Kris.
Hear me out: pixel. A character that is literaly just a pixel. Small hitbox, fast movement, all attacks launch the pixel somewhere. Generally just a fast, small, weak, annoying character that could die in one hit but can dodge realy realy good.
