The World Boxing Organization (WBO) also refuses to license Imane Khelif as a woman. The Vice President for the WBO said Khelif is a biological man. So it's not just the International Boxing Association saying this.

During Atlanta 1996 there was an athlete named Nancy Navalta with the same case (hermaphroditism) that was disqualified to join the competition. Those were the days where the IOC knew the difference male and female.

She also built a small boxing ring with her own hands with her coach when she did not have where to train. There have been "some" tests. That's all we know. The IBA and nobody else has ever elaborated on what kind of particular tests had been done. Umar Kremlews false claims have long been repudiated by the rest of the IBA.
Scrutinizing the letter of disqualification to Khelif as well as the IBA regulations and eligibility rules valid at that time, there were NO g*nder issues for a qualification.
The letter of disqualification refers to point 4.2.1 of the eligibility rules at that time that say:
"IBA has the right to make a final decision regarding a Boxer’s eligibility."

The boxers had it done twice and failed, so they were barred from the 2022/23 WC competition. Why didn't they appeal the decision, which they had the opportunity to do so? Electing to prove or disprove it would have shown integrity, while appeasing the public, especially with the appearance, demeanor and physicality of a male.
