We're literally using lucifer in latest event.
With new Animations and skin icon than that of Lucio.
There's no way they spent all that budget and hype only for an event only scene.
Fantasy type Lucifer will definitely be a thing like grand sandalphon!

Lucifer’s Paradise Lost makes Lucio’s and Sandalphon’s look like bootlegs in comparison. I mean, ignoring the live2d part of Sandalphon’s paradise lost.

I truly love that, as someone who is modeled after the Speaker, Lucifer's skills here are also Symphony X references.
(Premonition, Absence of Light, and Seven are all taken directly, and I believe "Of Innocence" is short for The End of Innocence)
I just realized now that even Lucifer keeps up the trend of naming moves after Symphony X songs which I think is neat.

So I reviewed and compared Lucifer and Lucio’s skills for the halibut and they have very little in common outside of Shield, Refresh vs Revitalize, Debuff resistance and damage immunity for one turn (something Lucio only has on his summer unit). Lucifers Revitalize and Debuff resistance are also on a single skill versus Lucios refresh and Debuff resistance being on skill 1 and skill 3 respectively. I haven’t seen them move skills up to a single skill for any other character, so that would be a first as far as I can tell if this is 5* Lucio. In shorter words, all signs point to Lucifer being his own unit.
Hopefully future Lucio *5 upgrades will give an identity of his own from lucifer.
Because at this point, it seemed hard to see the point to deploy both of them outside memes.
Although i wouldnt be surprised if they add emergency upgrade to lucio like how they did during 000 when sandy gets FLB

Its a scripted battle, skills effects are typically changed for that reason, his skill animations fit grand lucio 1st being the stamina-all party boost shield, second being an attack skill 3rd being a selfish boost, the animation and skill order line up too well so while the effects dont fit, i consider it changed solely to fit this fight

Chances i think are this will be a different unit from lucio.
And lucio flb will have different kit to suit his Shahar form.
For one, it would be rude to Lucifer fans to make this 5* lucio. Secondly, the kit is way too different to be a Lucio 5*. Outside of the obvious things like the skill names and icons all being different from Lucio’s (it would be different if it was one or two, but it’s all of them), as William said in a different comment their kits are very different. I checked every 5 starred unit released and the common thing they do with 5 stars is improve on what’s already there, not change this many aspects of it.

@@pathetic2399 Occasionally they do change everything, but they do that either through a passive or skill that fundamentally changes the gameplan(eg gives them a big move to work towards, or something that just upheaves the dynamic like auto-skills), or they performed a major Rebalance on the base character immediately prior to the 5* release
However none of that fits this because the kit is JUST close enough to Lucio's to not be a meaningful Rebalance, usually reworks either patch up outdated buttons mechanically(change buffs/debuffs to modern iterations, change things that just don't work anymore, etc_, or overhaul the character into being a real concept like Auto-Skills or Crests or Stackable DoT synergy rather than "iunno Break assassin????" or whatever other year 2 duds are still floating around

Short answer: no
Long answer: Lucio was a servant of bahamut originally named as Helel ben shahar.
Bahamut creates a copy of him to thrive in astral realm (Lucillius).
Lucillius, the perfectionist Rick Sanchez level of scientist he is, Instinctually know who lucio is on his birth, so he creates Lucifer the ultimate primal beast to complete out the odds.
Bahamut, pleased with how lucifer fares, decides to give helel ben shahar the form of lucifer out of nowhere. Then Shahar with this lucifer form goes around the world with guise name of lucio then joins the crew sometime in.
Lucifer get so many retcons in gbf, perhaps back in end of 2016, Lucio was genuinely Lucifer in guises, but in order to match with WMTSB content, they make him into new different character entirely that revealed in WMTSB 3.
Unless you're asking about playstyle, Well-- Lucio have his personal wing stack, while lucifer have more offensive stuff like Double strike, Auto nukes and even S4 Omniheal button, granted lucio was kinda outdated nowadays.

@@marcusfullon4159 Pretty sure his source is "I made it the fuck up" because the only thread for that is that Lucio's "true" form of Helel doesn't have the Luci-face, but also the only time we've seen that face he was trying to avoid us connecting the dots between Helel Ben Sahar and Lucio The Crewmate
The funnier thing is that Bahamut has been leaving Lucio on Read meanwhile this showed he picked up Lucifer's calls centuries ago, despite Lucifer just being Some Dude effectively
Not liking the event for an anniversary celebration in the slightest, but its cool that they're hinting at playable Lucifer and Baldr is pretty dope. This just feels like a regular story event with pretty poor pacing at the beginning

Honestly I think it's fine. Not every Anni hqs to be a big epic culmination of everything. The fact it builds upon Primals, something that's been in the game since day one, it's pretty good
Honestly, same. Kinda. The Baldr stuff was super drawn out and I didn’t care about him until he got sad about Madl and Konah and went to sleep. I also don’t like that it was advertised to be about Zooey and Geo and we really aren’t getting anything about them until part 3 of the event. It was just a very strange all over the place kind of event so far but at least we’re getting playable Lucifer out of it. I also liked the flashback sequences with him and Cosmos and how they influenced the sky realm. It was nice to flesh out his character a little more.

And for people saying fantasy character, from what ive read, they dont plan to make fantasy versions of characters that dont already have a playable version. And before you ask, freezie is a special case as she was shoved into line before it became a thing.

@@omega197 expanding on this, outside of his kit doing different things, cosmetically the kit is also completely different. All the skill names are different as are all the icons. With previous 5 starred characters they would only change one or two or the icons to make the kit look more cohesive (see Grand Io and Izmir for examples) and very rarely change skill names. They’ve never done a complete cosmetic revamp of a kit in this way, and I doubt that they would do it to Lucio since visually his skill icons look cohesive, which points to it being playable Lucifer.
