These guys are absolute heroes, the best of the best. Every time these amazing fighter planes and their brave pilots go up, they put their lives on the line for our safety. Most of the time it is all in a day's work for them, intercepting a passenger plane or other commercial aircraft where the pilot has forgotten to change bands and contact air traffic control, in this case the fighter will make contact and instruct the pilot that he needs to phone home, once contact is established, he flies off letting the jet go on it's way. They never know what they're going up to though, or if they're going to come back to the ground safely.

A clear set of actions has to occur before a shootdown is authorised
Attempts must be made to contact the aircraft, if it fails to resound and continues on, Fighters are scrambled to intercept and, if possible to ascertain what is going on withthe aircraft. If the aircraft continues to fail to respond and/or ignores clear warnings from the the intercepting aircraft and/or ground control, then the intercepting fighters would be given the order and clearance to shoot the aircraft down.

the intercepting aircraft attempts to interrogate first, then starts to hover towards the direction the unidentified aircraft should head to, then the intercepting aircraft starts popping out flare to warn the other aircraft, and I think if there is np further response, it is shot down. I hope that's in the right order
