How is a loss of electrical power on a cargo ship not IMMEDIATE cause for grounding the ship and repair men figuring out the problem?

Obviously a poorly maintained ship and a poorly protected bridge.

Have any ships run into the Brooklyn Bridge or the Golden Gate ? I notice they’re still standing after a hundred years.
