If he hadn't done that you can make the claim Cavani was waiting for contact, but he did illegally obstruct him from reaching the ball, before he brings him down.

It's irrelevant what Cavani was doing . If I am a player leaving my leg out there a little longer and you kick it it is still a foul you took the bait and acted on it. A fouls is still a foul no matter how it was orchestrated by the attacking player.
