Update: The PS Remote Play worked. Thanks Spliitz despite I didn’t link manually I waited and linked the ps4 to my phone the long way after my phone directed me to the setting to turn on local network in settings on my phone.

The internet must be connected at all times your ps is doing the work look at the Apple device as a simple wireless display that’s all it’s doing receiving signal and displaying that signal one the connection drops or it’s interrupted your display gets a delay If drop and disconnects if interrupted thing of the wifi as an hdmi cable once unplugged no data will be transmitted

A year later but answer is yes your PS will stay on. When it goes to sleep, your iPad will break connection.

It looks like the PS4 uses the home WiFi network to connect to/communicate with the iPad, so if one of the devices isn't connected to your WiFi then it won't work.
