I can verify from working in the industry that the $12,000 cost he incurred will pay off in the long term. Blueprints on that large of paper cost a lot overtime when you go to a printing store. Not only is he going to save on the prints, but also the gas and time it would take to make trips to a store to have them printed.
Just find a staples going out of business near you. They sell an older model of that same printer that works better for like $150 when they're leaving.

You can find those easily and ready to print and for way less. I used to own one I got for $500 and printed perfect.
I get my blueprints done at American Reprographics,INC in Rockville MD. For $15.00 for 3,000 SQF house.
