When the flow of refugees arrived at the border, in train stations, by car, on foot, by bus, local volunteers took up the task to provide urgent help to deal with urgent needs. And they did a very good job, but for a short term. After that, it became quite rapidly a mess, because they were limited , because everyone was doing his own things on his side without coordination, and they did not know what to do and how. They were good willing individuals, but that’s not enough when dealing with such crisis. In order for international NGOs to step in, the main ones arrived within 24 hrs. I arrived in Poland within 4 weeks and I already had 2 predecessors before me 1) you have to gather the availability of competences. Remember that there are other crisis all over the world. In other words, you have to move skilled people around, replace them temporarily, take care of the logistics and administrative parts etc.. 2) once you arrive, mainly in a country where you do not speak the language and do not know the culture of the country, you’ve got to take a translator, find a car, your whereabouts and make a needs assessment. And I can tell you during the first two months, the situation was very volatile and changed every day among refugees. So, yes, you had the right to be frustrated, because the first thing you want is to escape a dramatic situation , and you want help now and not tomorrow.
