Janine knows Scarlett is intelligent enough to see through her manipulation and pull her up on it. She has use guilt tactics to keep her quiet. Even then Janine feels powerless because Scarlett could open up at any moment. This is why Janine resents Scarlett deep down.

The Actress who plays Scarlett reminds me of Margaret from Dennis The Menace. Dennis Wilson of The Beach Boys (1944-1983) was called that as a young man as well.
