Or I could be viewing through nostalgic rose-tinted spectacles as this was Saturday night TV for me as a child, I would have been around 10 y/o at the time of this clip.

Not really because of the fact that they took most of all the regional ITV stations across England and Wales and now they have took away the independent continunity and idents and break bumpers for UTV in Northern Ireland from 2021 and to be honest I think that nothing will be the same as before with ITV

I don't think so. The classics from the 90's and early 2000's when regional ITV was in existence were much better than what is currently shown these days. Except the Chase - which is good.
