On hit seems better, evos are faster and more smooth and can be transitioned to crit later on and you could sell boots for phantom dancer to get 100% crit
Its nice that the pta proc benefits the plasma proc as well. Imo new pta is better for kaisa compared to other adcs compared to the last patch with lethal tempo

U think it is better have the W evolved or not? I plat kai'sa but with this changes i don't know how could i build this champ
Evolving W is not essential, whether you do it or not just depends on how strong the builds that can give you W evolve are, and how strong the ones that don't are. Early data suggests that Kraken -> Guinsoo's -> Nashor's Tooth is a very strong build, but so is Kraken -> Guinsoo's -> Navori. So in this case it can be up to your personal preference.
IE over terminus? or only IE if no tanks, and if there are tanks then build terminus or it dont matter because of rageblade and passive stack
Terminus if you wanna go full on-hit or if you really need armor pen *now*, otherwise going crit then final item LDR should be fine.
