We could see rare candies as rewards on the caught screen during that Halloween event, I dont think it'll be impossible to see where it is. Its just a matter of Niantic decides to redact it secretly and make it a guaranteed Lucario XL instead. People keep leaving out the fact that Lucario day overlaps with the togedemaru event bonuses
3x dust, extra candy for nice or better throws, increased chance for XL from nice or better, and additional XL for catching.

I'm pretty sure you will get a RARE CANDY not one for Lucario when you catch it. It says " rare candy XL" not "Lucario XL candy". Which we all prefer
