@@nry1393 yes degree does help to know person's qualifications but it may doesn't help where profession requires sense of social responsibility. For example IAS officers may take bribes to pass the contract. So a person must have basic knowledge and a sense of responsibility to provide a genuine outcome. Lalu yadav lacks basic knowledge plus a sense of responsibility plus he's selfish so it's negativity affecting the state whose livelihood depends on this person. You can also look at the difference between Bihar and Gujarat and then decide.
