      It is based on the thermostat adjusted using the potentiometer for controlled heating. If you want more heating adjust it to the maximum and if you want reduced heating adjust to the least. So, on and off is normal just adjust the potentiometer accordingly

      Try opening it, and confirm whether the wires are burnt and disconnected if so rejoin them carefully and insulate them.

    I have exactly this type but the coil on the heating plate is broken. What can I do

      Once the coil breaks, replacement is the best option. It can't be fixed, the resistive wire inside will no longer be continuous

      Use a three plug cable with fuse. The earth wire will be the return for the leakage. The shocking is most probably due to the cable, it might be 2 core with live and neutral
