As long as I am hauling methane/liquid gases 1000 pounds or less, does that mean I am not required to have a hazmat registration or placarding?

Some gases may require placarding at any amount, in particular, class 2.3. In general, if what you are shipping is all found on the DOT placarding table 2, and the combined amount is less than 1,001 lbs, then in general, you are correct, no placarding.
Regarding registration, there are a total of 6 situations that would prompt registration, not just placarding. So be sure to do your due diligence and check each of the conditions to ensure registration is not required.
If you learn that you do not need to placard or register, note that training every three years is a requirement. Check out our DOT training course here that goes into hazard classes, placarding, registration and other hazardous materials topic in more detail than our CZcams videos: hrpassociates.com/training/outline-dot-hazardous-materials/
