A mental roadblock Raiden needed to overcome, and strength threshold he needed to surpass since Sam was the only other person to hurt Armstrong. Sam and Raiden would've made better friends/rivals considering their common interests like Sam's bike. There was definitely a story that could've had Sam as a final, unfortunately this one wasn't it. Good food for thought though
