    I think youre right furthermore the communication is really about how we chenge our objective or focus when a different measure is used. Like early on in the film, the police are annoyed that the detectives have different measures. Detectives want to observe more first and as a result, the objective changes. And in the same way the bank robber taught this to the detective.
