Any chance we could do this, but with a Block that is a Border? I love that I can chance the size of my Title Block Border, but how do I keep the Title Block details stretching with the Border?

Never tried that, but it's possible I think, I just need to spend time on research

Yes it is possible to make Title blocks with different sizes as a dynamic block with variable attributes of information.
