It would COST millions to make it. Even just to develop the experimental materials. DARPA has patents on related technologies though, and very likely has prototypes functionally similar. That's the organization that spearheads R and D for the department of defense. You'd want to look to them to see if anything like this has been built.

His story isn't even internally consistent.
He claims that because the gravity was bent round the spaceship in a heart shape, you couldn't see it from the bottom (because it was bending light) - setting aside the absurdity of that much gravity being produced without splitting the earth in two, why on earth would it only be invisible FROM THE BOTTOM?
