Depends I think on the era. During the time of bane the Jedi forced people into their meat grinder of a war. During episode one if the parents said no the Jedi moved on. Students that failed to be a padawan could go back to their families or find other paths in the order.

If they had worked to fully understand the emotions of attachments along with the psychological process that a Jedi must learn to let go of those attachments and dealing with grief, many things would have been different. Simply telling someone to rejoice at the prospect of someone close to them dying and becoming one with the force doesn't work, and in the end, it's why the chosen one fell to darkness.

Cause in legends i know that in the old reublic the Sith academy was full of children and young adults of all ages as imperial law stated that anyone within the Sith empire was bound by law and duty to go to Korriban and the Sith academy if they were force sensitive to train and become Sith and they were sent to to the academy when they were discovered no matter how old or young they were.
In Legends there was no rule to not use kids. Bane's apprentice, Darth Zana, was a little girl when he first found her and she turned out as evil as any Sith could. Darth Plaguis was bred into existence because of genetics and Force potential from his parents. Age wasn't an issue, and species wise they leaned more towards humans than alien, all that mattered to the Sith in Legends was power. If the Master successfully trained the student to hate the Master, hate the Jedi, hate the Republic, lust after power, and found a suitable apprentice then that's all that matters.
He does mention in the video that the old Sith Empire (as seen in SWtOR) trained children to become Sith, but began moving away from that practice in the time between the game and the New Sith Wars as they preferred to select older candidates who had already experienced a trauma or hardship that could be used to fuel their hatred, but it was never a hard & fast rule

So I guess the Jedi from the prequels learned from this mistake and it’s why they choose infants, I can’t blame them honestly.

I read Dynasty of Evil again today, and it's clear that she believes she's holding back because of a lack of a suitable Apprentice and because she thinks Bane is feigning weakness to trick her into making her move too early
Bane met and began to train Zannah at 9-10 according to 'Path of destruction' it appears that she was hesitant to overthrow Bane but she would say that she had thought about it and put it off too many times towards the end of 'Dynasty of evil' this to me personally comes across more like fear than respect or 'love' for her father figure. Zannah seems to be cold to Bane too, she only seems to react positively when he praises her but it only inspires pride in her, not love or affection for Bane.

You've got some facts wrong. Darth Zannah was with the Army of the Light before Bane found her. 2 Jedi, not republic soldiers, killed her friend and she was indeed planning to kill Bane. She was about to after she returned from a mission for him when right at that moment he thought she wasn't going to and decided to search for the essence transfer technique.
Wait, I read the second bane book. Bane feard his apprentice because he didn't know why his apprentice hasn't struck yet. Zanna defeats bane. But bane uses a cheap trick to take over zanna body. This was that last chapter of the second book.
I don’t think Darth Zanana ever saw Darth Bane as a father figure. I could be wrong though, but that’s just my interpretation after reading through the Bane trilogy. I bring that up because the second book states that Bane treated her more like an heir and was not cruel or abusive to her.

IIRC by the time of the Republic in the prequels there were other paths for kids that didn’t make it as Padawans, like the Service Corps
Generally those not picked to be Padawans would be assigned to the service Corp, which dealt with agriculture and development.

Bane met and began to train Zannah at 9-10 according to 'Path of destruction' it appears that she was hesitant to overthrow Bane but she would say that she had thought about it and put it off too many times towards the end of 'Dynasty of evil' this to me personally comes across more like fear than respect or 'love' for her father figure. Zannah seems to be cold to Bane too, she only seems to react positively when he praises her but it only inspires pride in her, not love or affection for Bane.

I don’t think Darth Zanana ever saw Darth Bane as a father figure. I could be wrong though, but that’s just my interpretation after reading through the Bane trilogy. I bring that up because the second book states that Bane treated her more like an heir and was not cruel or abusive to her.

It is easier, and more fulfilling, for a Sith to corrupt those that already have pain and suffering in their lives. If there is not enough suffering yet, they can arrange for it... over time.

That said, Good 'ol Sheev sent Vader to the Jedi temple to slaughter younglings. Specifically. He could have had the 501st do it. He could have taken them all let them fight it out to determine who the best inquisitors would be. But no. He was specifically sent there to kill children. One of the most heinous and evil acts one can commit. That was when I realized the darkside was much more evil than just a point of view.
