this shows a march of some sort with distinctly child voices, I believe this to be propaganda to show that people are happier than they are... the pale city was never full of happy people, that is what the whole story discusses.. there is a loop of adults teaching children that they must succeed and punishing those who dont, the children grow up to be just like the adults and the cycle continues with nobody ever being fully content (that is my take on it at least)
I don't think this world was ever "happy". Sure, I do think it had a sense of normality to it before the Signal Tower corrupted everything, but it was still quite twisted for our standards.
2:22 song does definitely sound like an advert for the maw. Maybe the maw was originally a place for the residents of the pale city to escape from the broadcasts from the signal tower, and not have to worry about the terrors of the main - land.
Or it could’ve been a sort of vacation on the sea, then again how come the people who came there were fat but the people in the Pale City weren’t? Are there different cities? Cause in the first LN comics we see a city with people who looks like the guests, so there could be a separate city somewhere...

These sounds give me a dark deep feeling and memories from my childhood , they really dig deep into the brain and they suit the gritty atmosphere of the game as well
Maybe it's the National Anthem for the nation they are in and that was like a patriotic homage sideshow thing like they do on North Korean propaganda television
So it seems that there might be voices on the tv that might be in a different language or a purposefully been made hidden or indescribable, or it’s just gibberish with a distorted voice effect other it or something (except for the Veronica song)

It's sort of frustrating watching everyone think the TV song has a "hidden meaning" when in reality it's only supposed to be creepy background ambience to help build the style of the world. For a game with no dialog and a fictional written language, it makes no sense to add in an english song with nonsensical and corny "creepy" lyrics. It would totally destroy the vibe the developers wanted. lol
