I love the idea of having a single large nation for security, foreign policy, and strategy, and then having small places like this for people who might feel oppressed. Small enclaves are not a big deal, and can even release tensions.
If there is a war, everyone defends everyone. If children are in danger, the enclave should be either helped or destroyed, depending on who is harming the children.
You can have shared basic laws everyone must adhere to, and then small towns of no more than like 100k people do whatever they wish, if they are self sufficient. If the government hates this so much, choose a place in the desert and create a small black only community.

@@tannerebeling1056 My neighbour bleeds chicken 🐔 on his farm. From same mother hen I seen black chickens and white chickens hatched. They are of same same mother but different colours. I see them playing together as chickens naturally would. Imagine if one day a brain disease attack one of the male hen and it suddenly develops an idea ( due to the brain disease ) and say that all white chickens are no longer allowed to play or live side by side with black chickens.
