The Flower Fan is not a joke item. It boosts attack, hp, and healing by 30%, and it counts as a unique effect, so you can stack it with another attack, hp, or healing boost. You can collect it as soon as you S rank every challenge. The joke item is the Humongous Nopon Doll, which you can collect every ng+ cycle after collecting the Flower Fan (You don't need to S rank everything again. Your records carry over, so just talk to the archsage until you get through all the dialogue). It makes the whole team take 10% more damage and deal 10% less.

Yeah that one is really good. Additionally if you craft the tiara type, it has a 1/400 chance of something that recharges ally arts when defeating an enemy (100% recharge if you have a recharge up soulhacker buff active), which is super strong in group fights and challenge mode.
