Tommy's stamina becames unlimited after ending of ambulance mission, you can make it even in the start of story line without ending any primary storyline mission, its one of requirements for walkthrough GTA VC on 100%

If you don't know Gta 3, Clod can run longer if you keep running with him, i learn that when i was back in the day only play Gta 3 and i was running from flip over cars who would explode if i stay near them, so i was running from those cars and boy i flip many cars in Gta 3 till i learn how get car back on his wheels, if you cars is technically moving but not on wheels you can with A,D keys manage to put car on wheels so you will able to still drive the car...
