He was just very, very unlucky when he finally made it to F1. Losing those positions on the very last lap at Spa, then stalling when starting second at Monza was devastating to watch.
@poska69 Bourdais is an example of a driver whose fate might have been different had he sold out to Flavio Briatore (he refused a management contract with Flavio in 2002). Giorgio Pantano (who was a karting god and lost the 2002 International F3000 title to Bourdais by two points) is another who could have signed with Flavio around the same time, but he didn't do it, and he ended up getting one shot in a bad Jordan.
The truth is there is an elitist attitude amongst the F1 paddock that doesn't really want to see drivers from American categories (Champcar/Indycar) do well. Bourdais drove very well in his first race and had the car break on him. In F1 there is so much that rides on the mechanical side of the car and the politics of being a number one or two driver. If you think every driver is given a fair shot you're kidding yourself.
There's a reason Bourdais had to go to America in the first place. Despite winning F3000 he hadn't impressed many people in F1 (there was a general lack of quality in that series near its end) and some of the drivers he beat like Pantano weren't exactly setting F1 on fire either. You're not fooling anyone if you try to argue ChampCar was much fairer, had he entered with a team other than NewmanHaas or Player's he would've had no shot at a successful debut and longer stay there either. He can drive, that's why he still has a career, but making it in F1 is the sum of much more than driver talent. As it is in the States, as it is in Japan, as it is other European based series. Otherwise drivers like Tommy Byrne would have made it.
