  • Moving beyond the debate as to whether frozen Russian assets should be used to fund Ukraine’s reconstruction, this panel will explore how it could be done. The Rebuilding Economic Prosperity and Opportunity (REPO) for Ukrainians Act introduced in both the US House and Senate authorizes the government to seize these funds and outlines a procedure for the ultimate disposition of the monies after confiscation.
    Moderated by Robin Quinville, Director of the Global Europe Program, our panel comprising, Philip Zelikow, Professor of History at the University of Virginia and Distinguished Visiting Fellow at Stanford University’s Hoover Institution, Robert Zoellick, US Trade Representative from 2001 to 2005 and President of the World Bank from 2007 to 2012, and Mark Kennedy, Director of the Wahba Institute for Strategic Competition will review these provisions and other options for applying frozen Russian assets to Ukrainian reconstruction.

    Zelenskyy offensive proved to be an epic unmitigated disaster. At this point unconditional surrender is the only practical solution for Ukraine. Hitler's Germany also refused to admit defeat until Hitler killed himself, then Keitel signed unconditional surrender.
