Actually on that style Toyota the immobilizer ring is built into the fancy light lol. But yeah his doesn’t have it obviously.

Notice the lack of a transceiver in the new lock cylinder... with no transceiver, he will not require the transponder in the key. The two wires for it can be joined and the car will just always think that there is a transceiver that does see the transponder... he'd basically be reverting it to mechanical security only. This technique would not work on newer cars though, as they use more sophisticated transceivers.
The fancy light ring is just that... a fancy ring of light (plastic and two LEDs)... despite what he thinks or says, it's not for security... it's so you can easily find your key hole in the dark. It will light up for a few seconds when the driver's door is opened, and while the vehicle's in use.
