Essentially, when a yellow card is given during the full 120 minutes, it does not carry over into the shootout, therefore meaning a goalkeeper would need 2 yellow cards to be sent off in a shootout, theoretically getting 3 yellow cards in 1 game. It wasn't bad refereeing or cheating, just the rules.👍
