There is probably no need to go to 60% or 75%... Setting to 99% can deactivate automatic overclocking (turbo-whatever) and it could do the trick on its own (works that way on HP EliteDesk with AMD A-PRO CPU, thou CPU seems to be capped lower than set).

I found the best solution is to remove the bottom cover of the laptop and mount a 240mm liquid cooler to the cpu. I made a special enclosure on wheels to make it portable. Over time I realized that I wasn’t getting the performance I needed so I slowly upgraded parts and ended up with a gaming desktop PC. Yes it’s heavier to carry in my bag but you get used to it. Better be near an outlet though. 😉

Hi Poolarity. I want to thank you for the video as well. I have a Dell laptop with Windows 11, well Windows was upgraded from Windows 10, and the power setting was at 100%. I don't know when that setting happened like if it was always that or not. As you said to fool around with the power settings, I changed it to 97%. And I think I got that 97% idea from some other video about this stuff. I shut down my laptop and then turned back on. After some minutes, I didn't keep track though, now that loud noise has stopped and I think I am able to use the laptop better again because somehow over these many weeks it was becoming very slow when that loud noise started. I didn't always have this loud noise with Windows 11 so I don't know what happened. Maybe after updates to Windows 11 it somehow started on its own. I don't know though. Actually I am still hearing the loud noise a little bit. But it's not too bad. Maybe I have to fool around with it more. Anyway thank you again.

what's the difference between max processor state and max processor frequency? are they the same thing just using different units (mhz instead of %)? and what's the point of setting minimum state to 5%? shouldn't minimum be 0?
