    “To the members of the ‘Layag-Diwa’ Class: Let your school’s core values of justice, integrity and service, and nothing else, be the wind that propels you on,” said President Ferdinand R. Marcos Jr. as he addressed the new officers of the ‘Layag-Diwa’ Class of 2024 joining the Tri-Bureau Service during the 45th Philippine National Police Academy (PNPA) Commencement Exercises at Camp General Mariano N. Castañeda in Silang, Cavite on April 19, 2024.
    Speaking before the 223 graduating cadets of the ‘Layag-Diwa’ Class of 2024, the President challenged them to leverage technology in protecting and serving the people, especially in the battle against cybercrime, and to embrace smart policing, fire prevention and penology.
    “The fight against crime is now a potent mix of gadgets and war rooms, and old-fashioned grunt work, by gritty police officers. To those who will join the BFP and the BJMP, I expect you to maximize IT [information technology] to improve your service deliveries, while minimizing costs,” he said.
    "Taumbayan bago sarili. Yan din ang mithiin ng Bagong Pilipinas. Isang lipunang patas. Isang bayang bawat mamamayan ay ligtas,” he added.
    “Sa mga kasapi ng ‘Layag-Diwa,’ isang makabuluhang paglalakbay. Dalhin niyo hindi lang ang inyong mga sarili, pero kasama na rin ang bayan sa isang masaganang bukas na ating hinahangad,” President Marcos Jr. concluded in his message.
    The ‘Layag-Diwa’ Class of 2024, which stands for ‘Lingkod-Bayang may Adhikaing Buksan ang Bagong Yugto at Gabayan ang Bagong Henerasyon na may Dangal, Integridad at Walang Alinlangan,’ is the last PNPA class with graduates assigned to the Tri-Bureau Service, comprising the PNP, Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP).
