Collective, Individual & Legal Responsibility of Council of Ministers

In this video I have talked about the collective responsibility, individual responsibility and legal responsibility of the Council of Ministers in India both at the Centre and the State. The Collective Responsibility and Individual Responsibility are mentioned in Article 75 of the Constitution of India for the Centre and Article 164 of the Constitution of India for the States. The concept of legal responsibility of the Ministers is prevalent in the United Kingdom and not in Indian Constitutional system.

Sir, why there is no legal responsibility in India?? It can be better to enforce the executive decisions. Why our constitution assembly did not accept this provison?

Sir.. I have a doubt..
If a situation arises to impose emergency in India and this resolution is passed by both the houses. But the president thinks that it is not right at that moment, so can he refuse to sign to proclaim emergency in the country?
