Basically, it means you stop buying military goods from the trade screen without defunding the military to cut on costs while still appearing full-power. The drawback is that your armies are no longer resupplying. This is exactly what happened here
@@zebestshadow3111 first you let your stacks reinforce to 100% strength. then you need to go to the trade screen and set all the military goods to 0. this means that your army will not buy weapons, ammo, etc. but keep the upkeep at 100%. this way, everyone, including you, will see your army as 100% strength and organization, but since you are not buying supplies, you spend only in salaries instead of salaries and supplies. if the japan player had known about the shadow funding, he would just need to set the military goods either to a number higher than 0, or just check the "automatic" box so the AI buys goods as needed
I'll be honest, Japan took that pretty well. I would have tried to do some 5D chess diplomacy ule lawyering to argue that it was unfair and it was Spambot's fault but instead he simply accepted the defeat and got extremely annoyed. True champ.

The next european war seems like it might be the scandinavians against plc in some regard, maybe its a wildcard spain appearance but i'm not entirely sure what conflict he would be apart of that wouldn't be colonial in nature.
