Difference is Shaco IS balanced in that
- his base stats are terrible
- he dies in 1 hit
- his late-game scaling is non-existent
- doesn't have in-built sustain
- is easily countered by lens
- terrible waveclear
- if you don't walk into boxes, he can't kill you

Shaco tops biggest counter is poke and PVE. Gragas q provides both. The only way shaco top wins vs Champs like that is with either an all in, which only works if gragas royally slips up, or poke, which gragas ignores.
But the thing against high elo gragas is that you never win any trade or fight. They're just constant poking CC you and it becomes so unfun and uninteractive.

I've faced a few good Gragas tops on Sion, I just rush a negatron and continue my normal build, just do what I want, and eventually walk over the Gragas. maybe getting a heartsteel stack while I tank one of their combos etc. But if you don't build any damage reduction you're gonna get combo 1 shot lol. Or if you get caught too far out he will widdle you down while you make futile efforts to get away. Sick as fuck Minecraft skin tho 10:23

i remember when Gragas had to stand still to channel his W, and it had no empowered auto attack.
And his E was just a slow, and Gragas was still busted as fuck back then.
He got reworked like this as a trade-off, basically dealing zero damage after this "re-work" but i knew this would be a problem one day.

I'll give benefit of the doubt a bit because I've had jungle or mid ping OMW 3 or 4 times, then when they're in the river or close enough I engage, and they just turn around and leave. Would have been the easiest 2v1 in the world, but not a 1v1 in the situation they were pinging OMW in. You've also got the ego filled idiots that expect to have their team perma camp them.

They complain about Gragas but some of them play far more cringier champs like Shaco, Nunu or ranged tops. And the rest just play immobile champions or smth. I will say, Gragas is very strong and it's surprising he went so long without being nerfed. But if I died to a bomba combo I couldn't even be mad.
