That MOU was signed by Jomo Kenyatta, passed on to Moi, Moi passed it to Kibaki if you can remember 2007 where all kenyans know Raila won the presidency but what happened, Kibaki passed to Uhuru. Uhuru was just playing con games with Raila so that he doesn't clinch the power. If Uhuru kept quiet on Raila, Raila would have defeated Ruto by a landslide.
