its basically like that when you click on a layer you can see a square on top of a square and it says try on it and if you scelect the upper arm then you gotta connect it to the torso and for lower arm you gotta connect it to the upper arm so the limbs stay connected. i hope this helps

Its the same as layer parenting, instead of connecting it to the torso you connect it with the skirt :D
