I would have everyone who is in employed in any capacity by the Department of Justice pass an enhanced polygraph test triangulating around, "Uphold and apply the laws equally, without fear or favor." I also would ask under polygraph what laws they believe to be wrong or harmful and why.
If someone was deep undercover in a gang or Cartel or something, and has genuine reason to fear them but overcomes it to do their job, that's respectable. If someone wants to find ways to go after their political chosen enemies, that's probably ground for firing and barring from any future government-connected employment.
