It reminds me of the nasty Child Catcher from Chitty Chitty Bang Bang, but it also reminds me the Dahl's The Witches where the grandma recounts to her grandson how her childhood friend was being followed by a witch, then the girl went missing but she reappeared in a painting her parents had on their wall as a small figure in a house, basically trapped in the painting forever until she grew older and passed away

Hes clearly a knockoff or homage to the character in the movie chitty chitty bang bang , known as the " child catcher " they dont come out and say it but in CCBB he gives big pedo energy .
