Yes, Presencia #16 is 2-ply.
I was told there has been some changes with the company and that’s why is not available as before. You could use DMC Cebelia #20 for practicing and #30 for more delicate projects

Can one use sewing thread to make bobbin lace?
Some people use it. however, it should be 100 % cotton and the pattern has to be in accordance with the thread size. It’s difficult due to the small size and takes longer time to do an inch of lace
