I think you have discovered that this is indeed NOT breakbeat, while it may be based on the USE of breakbeats (namely the Amen Brother break).
Breakbeat is indeed a totally different genre.
Think 90s era Chemical Brothers, even Prodigy (while maybe we are veering towards Big Beat here).
A simple CZcams search of Breakbeat mixes will reveal that the tempo is a good 20-30 BPM slower or more.
That stuttering chopped break style is a key characteristic of breakcore and some jungle.
Breakcore mixes will definitely have the percussion aspect you dig, the challenge will be finding them with the darker reese basses.
